On June 9, 2023, Parametrix joined the City of Bend to celebrate the completion of the Newport Corridor Improvements project. This multi-phase project reconstructed a 1-mile stretch of roadway, including replacing stormwater infrastructure and aging sewer and water pipes while improving safety and connectivity for all users.
This project was prompted by flooding and water quality issues related to the failing drainage system along the corridor. To make the most of the project and limit construction impacts on the public, the city decided to also make improvements to the roadway and upgraded sewer and water utilities in conjunction with the underground work. One of the challenges of this project was replacing infrastructure in a neighborhood established over 100 years ago while ensuring water and sewer service continued for residents.
A major goal of this project was to reduce the quantity of stormwater discharged into the Deschutes River. Parametrix Project Manager, Jessie Rykels-Wilson, explains in this video. 100% of the runoff generated in the project area will be treated prior to reaching the Deschutes River and the volume of water discharged into the river will be reduced by 46%.
Above ground design features include continuous sidewalks, striped bike lanes, pedestrian crossings, accessible ramps, new landscape, and street lighting. The project connects two roundabouts at 11th and 12th Street, known as a dogbone, to address safety, access, and traffic flow at these busy intersections.
The project was delivered using the construction manager/general contractor method, evaluating design alternatives for cost and schedule benefits.
Alongside the project is Highland Elementary School. Throughout the project, Parametrix, the City of Bend and the contactor visited the school several times to educate kids on navigating a construction zone, stormwater design, and the important of replanting trees.
The project was partially funded by an Oregon Department of Environmental Quality Clean Water State Revolving Fund loan. Parametrix provided design services. Teaming partners included:
